Question: What does chronically homelessness mean?

Answer: A chronically-homeless person is; an unaccompanied homeless individual with a disabling condition who has been continuously homeless for a year or more, OR an unaccompanied individual with a disabling condition who has had at least four episodes of homelessness in the past three years. 
Question:  What is the relationship between the Welcome Inn and South Oakland Citizens for the Homeless (SOCH)? 
Answer: The South Oakland Citizens for the Homeless is a 501c3, tax exempt organization. The Welcome Inn is a program of SOCH, operated by SOCH, but is not its own legal entity. (That’s why, for tax purposes, donations need to be addressed to SOCH.)

Question: What is the difference between SOS and SOCH?

Answer: These are two different organizations. SOS (South Oakland Shelter), works with a specific client base who are actively seeking housing and who are subject to certain program expectations and limitations.  SOS offers no daytime accommodations and only houses, on average, 35 people nightly.

SOCH's Welcome Inn Day Center operates a low barrier day shelter for those who don't yet qualify to participate with SOS.  Additionally, Welcome Inn helps facilitate the winter nighttime emergency shelters in South Oakland County.  In 2016-2017, the day center averaged 65 guests each day and the overnight shelters averaged 92 people per night.

Question: What is “Low Barrier”?

Answer: a place where a minimum number of expectations are placed on people who wish to be there. The aim is to have as few barriers as possible to allow more people access to services. This means that guests are not required to abstain from using alcohol or other drugs or from perpetuating other negative activities when they enter the program.  However, none of these behaviors are permitted on-site.
